【정치】글램하트 대통령 “국제 통신 협정”에 수완 발휘

확실하게 공화국의 이익을 지켜냄과 동시에 국제적인 자리에서 리더십을 발휘하는 글램하트 대통령의 외교 수완은 “국제 통신 협정”을 둘러싼 논의 속에서도 발휘되었다.

이 협정에 비교적 긍정적인 자세를 보이는 것은 오레드 자치주, 엘자임 공국, 바리스 시국, 그리고 레미페리아 공국과 크로스벨 자치주 등이다. 이에 반해 난색을 보이던 나라나 지역으로 꼽히는 것이 에레보니아 제국과 리벨 왕국, 그리고 레만 자치주이다. 대통령은 이번에 그런 나라들과의 교섭을 자청하고, 그 모두의 협정에 대한 자세를 바꾸는 데 성공했다.

이러한 행동에 따라 리벨 왕국도 공화국과 타 국가 간의 중재역으로서 움직일 것을 염두에 두고 협정에 가맹하려는 움직임이 보이지만, 실제로는 《서 제무리아 기술 연맹》에 가맹된 왕국의 차이스 중앙 공방이 엡스타인 재단 간에 핫라인을 구축하는 등, 독자적인 움직임을 계속하는 듯하다.

작년 혁명 기념제에서 일반 공개된 공화국군의 차세대 병기군── 이들의 본격적인 부대 배치가 올해 들어 빠르게 진행되고 있다.

한편에서는 최신예 인형 기동 병기인 《어설트 프레임》이 해군에서도 상륙 작전 지원 등을 고려해 시험 도입될 전망이다. 이 새로운 병기의 범용성을 어디까지 활용해 갈지, 각 방면에서 모색되는 것을 알 수 있다.

대통령부 및 베른사에 따르면, 차세대 병기는 개발 중이며 지금도 많은 프로젝트가 진행 중이라 한다. 기밀이므로 자세한 내용은 알 수 없지만, 개중에는 현 주력 비행 전함인 《바텐 카이토스》를 대체할 신형 전함도 포함된다고 한다.

【문화】메셀담에 수수께끼의 예술가 출현?

메셀담시는 공화국의 북쪽 현관문이자 “예술의 거리”로도 오래전부터 알려져 있다. 전통 예술도 성행했으며 동시에 영화 문화에서도 영화제를 개최하는 등, 예술 문화의 발신지로서 지금도 주목받고 있다.

한편, 이곳에서는 전통적인 예술과 영화 이외에도 언더그라운드 세계에서 형성된 “아방가르드” 예술도 성행하며, 메셀담에서는 거리의 벽에 그런 그림을 그리는 “그라피티 아트”를 많이 볼 수 있는데… 그것을 그린 사람 중에 희대의 예술가가 있을지도 모른다.

올해 메셀담 영화제를 위해 로케이션 선정을 하던 실행 위원과 미술 관계자가 기존의 그라피티 아트와는 다른 높은 수준의 표현 기법과 두드러지는 개성을 겸비한 작품을 여러 곳에서 발견했다고 한다. 그 예술적 가치를 기준으로 제작자를 특정해 보려 했으나 아쉽게도 아직 신원 등을 알아내지 못했다. 메셀담에 있는 다른 그라피티 아티스트의 말에 따르면 그 작가는 다른 작가와 교류가 없다는 듯하다. 하지만 이번 달에 들어서 그림이 새로 그려지지 않기에, 메셀담을 떠났다는 소문도 있는 듯하다.

[Politics] President Gramheart Displays Political Acumen Through International Communications Treaty

During the recent debates revolving around the proposed International Communications Treaty, President Gramheart showcased both his commitment to prioritizing the interests of the Republic while serving as a skilled diplomat and a strong leader on the international stage.
The purpose of the ICT, championed by the Republic and the Verne Company, is to standardize communications technology into a single, international protocol. That protocol would be based on the Xipha standard—the groundwork for which has already been laid throughout the Republic. If passed, the treaty would help establish a worldwide next-generation information and communications network.
The Xipha standard has already made many aspects of Calvardian citizens' lives more convenient and has potential for expansion within the Republic, and if it were to become the worldwide standard, the state of international communications could enter a period of explosive growth. If every country put the network to effective use, it could not only stimulate the economy and multiple industries, but also contribute to solving broader social issues as well. The Republic will surely be a driving force within that wave of development.
The nations that took a relatively positive stance toward the proposal include Ored, Elsaim, Valis, Remiferia, and Crossbell. In contrast, the Erebonian Empire, the Liberl Kingdom, and Leman initially expressed disapproval of the treaty. In an effort to assuage their concerns, President Gramheart took it upon himself to negotiate with representatives of those nations, and he ultimately won them over.
Sources say the Erebonian Empire's opposition to the treaty was largely driven by the Reinford Group, and centered around their desire to safeguard their nation's orbal industries. President Gramheart proposed a compromise regarding tariffs on the Empire's heavy industrial goods—a source of significant dispute in recent times—in exchange for their support, and in response, the Imperial government quickly changed its tune.
Meanwhile, Leman, one of the leading trailblazers of technological progress for many years, harbored a fear of exclusive dissent and isolation from the other members of the international community who had already given their stamp of approval for the treaty. Not to mention, the Bracer Guild—whose headquarters resides in Leman—has already swapped over to the Xipha standard. When taking these factors into account, Leman authorities relented, making their intention to formally sign the treaty in the near future clear. Hopes are high that Leman's entry into the treaty could lead to a mending of fences between the Epstein Foundation and the Verne Company—whose relations have grown stained in recent years.
In light of Erebonia and Leman's acquiescence, the Liberl Kingdom signed the treaty as well—in furtherance of their long-held role as mediator between the Republic and other powers. The Zeiss Central Factory, however—a member of the West Zemuria Tech Union—has continued operating independently, and has set up a direct hotline to the Epstein Foundation. Despite the many twists and turns throughout the deliberation, great strides have been made toward the signing of the ICT and, by extension, the internationalization of the Xipha standard. In regard to the treaty, President Gramheart had this to say: 'With the standardization of communications technology, we, as a collective people, can navigate the many travails that lie ahead and forge a path into the modern era together as one.'

[National] Next-Generation Weaponry Deployed En Masse

The next-generation weapons that were revealed to the public during last year's Revolution Festival are reportedly being issued to Republican Army field units at a rapid pace. In the Baratier Air Base on the outskirts of Edith, which functions as the Republican Army's headquarters, military units—and airborne units in particular—have undergone a conspicuous equipment renewal. The air force base is currently housing multiple cutting-edge airships, including, notably, an Ix-Alba series vessel that was unveiled at the Revolution Festival. One of the defining features of this state-of-the-art airship series is the data link, which provides a direct line of communication between each vessel and allows the fleet to engage in advanced tactical maneuvers.
The fourth ship in the series, the Mayall, is stationed in the capital's 2nd Garrison, where it can be deployed at any time, along with the army's surface-based defense units, to defend the capital from oncoming attacks.
The Assault Frames, the latest in humanoid mobile weaponry, have also been lended to the navy to assist in land operations. These innovative machines are highly versatile, and the military appears to be assessing its practical applications across its various service branches.
According to statements from the Presidential Office and the Verne Company, multiple next-generation weaponry projects are currently in active development. While the government is keeping details of said projects close to the chest, we believe that a successor to the Baten Kaitos-class airship model is likely among them.

[Culture] Mysterious Artist in Messeldam

Messeldam has long been known as the northern gateway to the Republic and a city of the arts where traditional mediums thrive—and, in recent years, where numerous film festivals are often held. It is little wonder how the city gained prestige as an artistic and cultural cornerstone within and outside the art world.
Not all of Messeldam's art is appreciated far and wide, however. Beneath the known surface lies a burgeoning underground, avant-garde art scene. It is not uncommon to see the walls of Messeldam littered with graffiti decorations, and the quality of these unlicensed works has led some to posit that there may be a few diamonds in rough among these contemporary artists. In preparations for this year's Messeldam Film Festival, a committee of creatives involved have begun scouting out locations in the city and discovered that betwixt the litany of commonplace graffiti works was a number of pieces that displayed astonishingly high levels of technique and artistic individuality.
The committee attempted to analyze the world in order to determine the identity of their creator, but unfortunately, their efforts did not yield fruit. According to other graffiti artists active in the area, the creator displayed no interest in interacting with their artistic peers. That said, the fact that they have not created any new pieces over the past month has led some to speculate that they moved on from Messeldam entirely.

[Performing Arts] Sister Actresses Leverage Traditional Dancing Experience

A pair of sisters who play starring roles in films released earlier this year garnered acclaim from audiences far and wide. Despite having never acted in a big-budget film before, Ms. Saara and Ms. Shaheena displayed remarkable talent and established themselves as rising stars in the industry.

グラムハート大統領の、確実に共和国の利益を守り抜くと共 に国際的な場においてリーダーシップを発揮する外交手腕は、 “国際通信協定”を巡る議論の中でも存分に発揮されたようだ。 国際通信協定――この場合は、共和国とヴェルヌ社が進めて いる“通信技術統一規格化協定”を指す。これは、共和国内で 既に下地が整いつつある《ザイファ規格》をベースにした次世 代型の情報・通信技術による画一的なネットワークを国際的な ものに発展させる事を目標とした協定だ。 共和国内で高い利便性や発展性を見せている《ザイファ規格》 が国際的な統一規格になれば、国を超えての情報通信は飛躍的 に発展する。それぞれの国や地域でも、抱える事情に合う活用 法が見つかれば、社会問題の解決や経済・産業の発展に大いに役立つだろう。それを、共和国が牽引していく形となるのだ。 この協定に比較的前向きな姿勢を見せているのは、オレド自 治州、エルザイム公国、ヴァリス市国、そしてレミフェリア公 国にクロスベル自治州などだ。 対して、難色を示していた国や地域として挙げられるのが、 エレボニア帝国とリベール王国、そしてレマン自治州である。 大統領は今回、それらの国々との交渉を自ら買って出て、そ の全てに協定に対する姿勢を改めさせることに成功した。 まず、エレボニア帝国ではラインフォルトグループを中心に、 自国の導力産業を保護する観点から強い反発があったようだ。 これに対し、大統領はかねてより議論されてきた帝国製重工業 製品の関税問題への妥協案の提示により、帝国政府側から協定 への同意を引き出したとの事である。 そして、元来は最先端の技術開発で主導権を握っていたレマ ン自治州。こちらも、多くの国が共和国の発案に賛同している 現状により、孤立化を危惧しており、レマン自治州に総本部を 置く遊撃士協会も既にザイファ規格を運用している状況だ。 そうした状況から、レマン自治州も通信協定へ近日中に批准 する意向を表明した。この判断の背景には、近年冷え込んでい るエプスタイン財団とヴェルヌ社の協力関係の回復に繋がる事 への期待も含まれていると考えられる。 こうした動きを受け、リベール王国も共和国と諸国との間で の仲裁役としての役割を果たす事を念頭に、協定へ加盟する動 きを見せている。しかし、実際には《西ゼムリア技術連盟》に 加盟する王国のツァイス中央工房がエプスタイン財団とのホッ トラインを築くなど、独自の動きも続けているようだ。 このように紆余曲折こそあったものの、ザイファ規格の国際化に向けて通信協定は大きな前進を見せたと言える。大統領は この協定について「技術――とりわけ情報通信技術は然るべき 形で統一されてこそ、多くの課題が待ち受けるこれからの時代 を、より確実に切り拓いていけるだろう」と意義を語った。

【安全保障面】次世代兵器群、続々と部隊配備へ

昨年の革命記念祭で一般公開された、共和国軍の次世代兵器 群——それらの本格的な部隊配備が、今年に入ってから急ピッ チで進められている。 首都近郊の部隊では、共和国軍の総司令部でもある《バラテ ィエ空軍基地》を拠点とする飛行艦隊を中心にした装備刷新の 様子が目立っている。空軍基地には既に多数の新型飛行艦が配 備されており、革命記念祭でその勇姿を見せつけた《イクス=3 アルバ》級巡洋艦の姿は、特に目を引く。艦同士でのデータリンクによって、各艦が連携して動く非常に高度な艦隊戦術を可 能とした、まさに最新技術の結晶と言える艦だ。 また、この艦級は空軍基地以外にも首都の第二駐屯地に4番 艦《メイオール》が配備されており、地上部隊と連携して首都 の防衛を担うことも期待されているようだ。 他方では、最新鋭の人型機動兵器である《アサルトフレーム》 が、海軍でも上陸作戦の支援などを念頭に試験導入される見込 みだという。この新機軸の兵器の汎用性をどこまで活かせるか、 各方面で模索されている状況が伺える。 大統領府及びヴェルヌ社によれば、次世代兵器開発はまだ途 中であり、今でも複数のプロジェクトが進行中とのことだ。機 密のため詳細は不明だが、中には現主力飛行戦艦である《バテ ン=カイトス級》に代わる新型戦艦も含まれているという。

【文化】 メッセルダムに謎の芸術家?

メッセルダム市は共和国における北の玄関口であると共に、 “芸術の街”としても古くから知られている。伝統芸術も盛ん であると共に、映画文化においても映画祭が開催されるなど、 芸術文化の発信地として今なお注目を浴び続けている。 他方、この街では伝統的な芸術や映画以外にも、アンダーグ ラウンドな世界で形成された“アバンギャルド”芸術も盛んだ。 メッセルダムでは、街の中の壁にそうした絵を描く“グラフィ ティアート”が多く見られるのだが・・・・・・その描き手の中から、 稀代の芸術家が生まれたかもしれない。 今年のメッセルダム映画祭に向け、ロケーションの選定を行 っていた実行委員と美術関係者が、既存のグラフィティアート とは一線を画すハイレベルな表現技法と際立った個性を兼ね備 えた作品を市内の数ヶ所で発見したというのだ。 その芸術的価値を鑑みて製作者の特定が試みられたが残念な 事に、今でもその身元や人となりは判明していない。 メッセルダムの他のグラフィティアーティストによれば、件 の作者は他の描き手と交流を持たないらしい。しかし、今週に 入ってから新たな絵が描かれなくなったことから、メッセルダ ムを離れたという噂もあるようだ。

【芸能】新人の女優姉妹、本業は伝統舞踊の踊り子

今年に入ってから封切りされた映画でその姿を見せている、 とある姉妹に一部で注目が集まっている。 サァラさんとシャヒーナさん一 - 映画初出演でありながら、 それぞれ大作映画で見事な演技力を披露した、期待の新星だ。 デビューして早々に確かな実力を見せた彼女たちだが、元は 役者ではなく、中東の伝統舞踊を舞う“踊り子”だという。 二人が映画の世界に足を踏み入れるきっかけになったのは、 昨年のサルバッド映画祭だ。映画祭のフィナーレを飾るフォク シーパレードのダンサーとして、ゴッチ監督によりスカウトさ れ、見事にパレードを盛り上げたのだ。以降、映画関係者から の注目が集まるようになり、映画女優として抜擢されたという。 二人は映画出演で好評を得つつも、あくまでも「本業はダン サー」として、今後も踊りを中心に活動しつつ、必要に応じて 映画や演劇などの仕事も請けていくつもりだという。
