【긴급】 끌레이유 마을, 정체불명의 신병기에 괴멸?

11월 15일 밤, 공화국 북서 뷔시군 끌레이유 마을에서 원인을 알 수 없는 대규모 폭발이 발생했다. 다음 날 16일 대통령부는 성명을 발표, 이번 사건을 정체불명의 신병기를 이용한 테러 공격으로 결론 내린 후, 국가 비상사태를 선포했다. 현재 끌레이유 마을 주변 지역은 공화국군이 엄중하게 폐쇄 중이지만, 폭발의 규모로 볼 때 주민이 생존했을 가능성은 절망적인 수준으로 추측된다.

하지만 “국가”에 의한 범행이 아니라면, 도대체 어떤 세력이 이런 대규모의 만행을 실현할 수 있단 말인가. 관련성은 확실치 않지만 경찰 취재 결과 끌레이유 마을에서 사건 직전에 메셀담시를 거점으로 삼는 반사회적 조직의 구성원이 분주히 움직였으며, 일부는 어디론가 이동했다는 정보도 들을 수 있었다. 반사회적 조직에 이런 사건을 일으킬 만한 힘이 있다고는 도무지 상상하기 힘들지만, 그들의 활동이 활발해진 시기가 사건 발생 타이밍과 정확히 맞물린다는 것 또한 부인하지 못할 사실이다. 경찰에선 지난달 발생한 동시다발 테러 사건과 동일범일 가능성도 염두에 두고 조사를 이어나갈 예정이다. 사건의 전모가 한시라도 빨리 밝혀져 시민들의 불안감이 사라지기를 바란다.

[Alert] Creil Village Destroyed by Unknown Weapon

On the evening of November 15th, a massive explosion from an unknown source rocked the village of Creil in Vichy County located in the northwest of Calvard. On the 16th, the president's office released an official statement that the disaster was a terrorist attack using an unknown new type of weaponry. The statement also contained a declaration of a national state of emergency. Currently, the area around Creil is under a strict lockdown by the Republican Army, and the scale of the explosion leaves little hope for any survivors. Authorities have dedicated immense resources to an investigation into the identity of the culprits and the whereabouts of the mysterioys new weapon but, to avoid any confusion at this early stage, the authorities are refusing to give any statements regarding potential culprits or the current state of the village until the investigation turns up more solid answers. As the government authorities are still in the early stages of their investigation, we also have very little information to work with at this point. However, as unease spreads among citizens of the Republic, we understand there may be all sorts of speculation spreading about the identity of the terrorists. That said, we do have to ask ourselves who could have been behind this unprecedented terrorist attack? The list of suspects seems short when you take into consideration this would need to be an organization with the means to acquire and use a weapon capable of wiping out an entire village. Some voices raise the worst possibility, that this is first step of another invasion by Erebonia. However, the Erebonian government has already strongly denied any participation and has pledged great contributions to the relief effort. Professor Schmidt from the Empire's Roer Institute of Technology stated: 'No one in the Empire has the technical capability to utilize a weapon like this, nor is there any related research being conducted.' However if we eliminate the possibility of a state government, what other other organizations could have the ability to carry out such an atrocity? According to our interview with police officials, a certain anti-government organization based in Messeldam showed a sudden increase in movement right before the attack on Creil, with some of its members vanishing. Where they went and what connection this might have to the attack is as yet unknown.
It's hard to believe an anti-government group like theirs suddenly has the ability to carry out an attack on this scale, but the truth is, their burst of activity coincides almost exactly with the timing of the attack. The police are continuing their investigation, keeping in mind the possibility that this attack was carried out by the same terrorists behind the two-pronged attack last month. We can only hope the authorities are able to uncover the truth and reveal the whole picture soon to calm the fears of Calvard's citizens. We would also like to express our deepest sympathy for the villagers in Creil who fell victim to this attack. For their sake, our reporters will put everything we have into the fight to reveal the truth behind this tragedy. We hope the truth can set them free.

[Politics] Swift Government Response as National State of Emergency Declared

Aslong with his announcement of the tragedy to the nation, President Gramheart also declared a state of national emergency. Police and military forces were quickly deployed all over Calvard to watch over national security. This rapid, smooth response has kept citizen unrest across the country to a minimum, with many voices praising the responsiveness of the government. The secret to this excellent response perhaps lies in the focus placed on communication between the office of the president and the CID (Central Intelligence Department), as well as the utilization of lessons learned during the Basel and Anchorville terrorist attacks last month. Though some were surprised by a previously unknown aide to the president taking the podium during the announcement of the government's response, sources within the government have indicated that René Kincaid is an analyst for the CID, taken on as a special aide to the president for this incident. He stands as a testament to the importance placed by the office of the president in collaborating with the CID.
Citizens should keep in mind that some civil liberties such as freedom of movement, assembly, and certain economic activities will be slightly restricted until the state of emergency is lifted. There are some fears that this may impact the economy negatively, with some voices expressing special concern that the economic restrictions could lead to stagnation that could slow the growth of Calvard's economy. Certain members of various opposition parties have criticized the response of the government, stating: 'Their response was extreme and they rushed headlong into it without considering possible secondary damages,' and 'I'm just worried this could lead to restrictions of our basic human rights.' However, a representative for the Republican Party, the main opposition party, showed understanding of the current administration's response, stating: 'When a national emergency occurs, you have to take a look at the big picture and set your priorities. Now is not the time for criticizing the current government's response. Instead, each party should be looking for ways to contribute and, if necessary, offering advice on the situation to the government.

【政治】　国家非常事態宣言発令、政府の速やかな対応
　クレイユ村での大規模テロ事件を受け、大統領府は事件を一般に公表すると同時にカルバード全土に国家非常事態宣言の発令を布告、警察や軍の部隊を各地に速やかに展開し、万全の警戒体制を確立した。　
一連の対応が非常に円滑であったため、現時点では市民の混乱なども最小限に抑えられ、対応力の高さが評価されている。　
こうしたスムーズな対応と警戒態勢の整備が実現した背景には、ＣＩＤ（中央情報省）と大統領府間での連絡を重視した構えと、先月のバーゼル・アンカーヴィル同時多発テロでの教訓が活かされているものと思われる。事件の政府発表において、見慣れない“大統領補佐官”が登壇していた事は印象的であったが、とある与党議員の言によれば、彼ルネ・キンケイド補佐官は本来ＣＩＤの分析官であり、今回の事件を受けて特別補佐官として抜擢されたとの事だ。ここからも、大統領府がＣＩＤとの連携を重視する姿勢が見て取れる。　ところで、非常事態宣言の布告に伴い、我々一般市民は移動や経済活動、集会などの自由を宣言解除までの間、一部制約される事になる。これによる経済的な損害も既に不安視されており、非常事態宣言による経済の萎縮がカルバードの経済成長を阻害するのではないかという懸念の声も聞かれる。　
実際、一部の野党などからも「副次的な被害を考慮せずに、極めて強引かつ早急に過ぎる対応」「これが人権の制約に繋がらないか不安視している」などといった批判の声も見られた。　
なお、野党第一党である共和党については「国難の際には大局を見据えて、優先順位をつける事も必要」であるとして現政権の対応に理解を示し、小規模野党に対しても「今は与党の対応について粗探しをしている場合ではなく、各々の政党でできる対応をし、必要に応じて政府にも状況に即した提言をしていくべき局面である」と呼びかけた。

【社会】　クレイユ村事件の実行組織、壊滅　政府当局は会見を開き、反社会的組織《アルマータ》の一斉摘発と主要幹部の拘束に成功し、事実上同組織を壊滅に追い込んでいると発表した。同時に、同組織がクレイユ村を壊滅させたテロ事件の主犯である事も判明したとし、事態の収束を宣言。国家非常事態宣言の解除を表明した。　
アルマータはメッセルダム市に拠点を置き、この数年間の間に急激な組織拡大を成し遂げたマフィアだ。捜査関係者によれば、指導者の交代を機に違法薬物や人身売買といった、それまで控えていた犯罪を躊躇無く行うようになり、膨大な資金を獲得していたとの事。その他にも、複数の資金源を持ち、あのような最新兵器の取得にすら成功していたという。　
しかし、そのように犯罪組織としてある意味で“成功”を収めていた彼らが、何故地方の農村を壊滅させるという凶行に及んだのかなど、彼らの活動や動機には未だ多くの謎が残る。今後も捜査の継続が求められるだろう。　
また、アルマータは１１月２２日に発生したオラシオン市のヴァシュタール宮跡爆破事件にも関与しており、多くの構成員がオラシオン郊外で身柄を拘束された。　
アルマータ首領のジェラール・ダンテス容疑者は王宮の崩落に巻き込まれたと見られており、現在瓦礫の撤去作業が行われている。ダンテス容疑者が生存していた場合、改めて殺人・薬物取締法違反・建造物破壊・特定破壊活動などの容疑で逮捕され、クレイユ事件の動機などを含めた一連の事件についての経緯が改めて聴取される見込みだ。　
なお、本事件の解決にあたっては、警察や遊撃士、ＣＩＤに加えて、民間の匿名希望の有志も多大な貢献をしており、そうした勇気ある方々の尽力が事態の収拾に影響を及ぼした側面がある事も、心に留めておくべき事項として、追記しておきたい。　

【文化】　革命記念祭、予定通り開催の見通し。　
クレイユ村の事件とその後の非常事態宣言により、開催を危ぶむ声も聞かれた革命記念祭だが、事件の早期解決を受け、予定通り１２月３日に開催が改めて決定した。　
クレイユ村の追悼式典なども盛り込まれるが、基本的には当初の予定通りに進行される事が見込みだ。　
今年の革命記念祭は、過去最大規模のものとされている。今年の記念祭には前年比で１．３倍の準備予算が既に費やされ、大統領府の直接指示のもとで各種の演出の手配や、共和国軍の新兵装の一般公開などが行われるという。　
既に、過去最大規模の国家イベントを前に共和国の株価は急激に上昇しており、諸外国の投資家にも期待を寄せる者は少なくない。副次的なものも含めれば経済効果は８００億ミラに達するとの試算もあり、先月分の経済損失を埋め合わせてなお余りある利潤が共和国経済にもたらされると言われている。　
不幸な事件を受けて沈んでいた街の雰囲気も、記念祭の開催が確定した事を受け、明るさを取り戻しているように見受けられる。是非とも、来年以降の未来に心から希望を持たせてくれる、そんな記念祭が実現して欲しいものである。
