Ellroy Harwood (エルロイ・ハーウッド), also known as the Thousand Oathbreaker (千の破戒者) and the Savant Lawbreaker (犯罪の天才), is the Fourth Anguis of Ouroboros.

Introduction

The Fourth Anguis of Ouroboros, known as the Thousand Oathbreaker. He has a strange power that allows him to make anything rot away, even devils from the Abyss. Like Lucrezia the Golden Butterfly, he previously worked for the Order of the Moonlight Horse. When he surrendered, the Grandmaster appointed him to the position of Anguis. He is a expert at criminal endeavors and has studied and applied learnings from crimes around the continent and throughout history. While he normally acts according to his own desires, his current movements in the Republic seem to align with some plan of the society's.

Fourth of Ouroboros' highest-ranking members, the Anguis. AKA the 'Thousand Oathbreaker.' Flouting laws and morals means nothing to him, so long as it suits his desires. Supposedly, he has studied and practiced all manner of crimes from every nation and time period, earning him the nickname 'The Savant Lawbreaker.' Following the society's plan, he collaborated with various organizations to stamp out Almata and the Gardens before their influence spread even further in the Republic. However, after both organizations' destruction, he distanced himself from his regular partner, Lucrezia the Golden Butterfly, an act that is as puzzling as it is concerning...

Appearance

Ellroy is a tall middle-aged man with medium length unkempt black hair, red eyes with snake-like slits and pronounced scars or burn marks across his face. He wears a loosely buttoned plum shirt over white trousers which features a golden diamond pattern down the leg and a chain hanging from his belt. He also wears a long, thick azure blue long coat with a hood. This coat appears to be made out a material resembling feathers or very thick fur.

Personality

Harwood is a person who acts on his own whims and has the tendency to get under people skin. As his moniker suggests, he is reputed to be quite treacherous, often breaking or going back on his various agreements. Yet at times he will actually keep his word, if only for the novelty of betraying his own title or if deem it necessary achieving his agenda.

He is also said to be a criminal mastermind, able to manipulate the underworld however he sees fit while leaving virtually no trace of his involvement. Harwood is shown believe that life isn't fun if things always go the way they want and shown to be fine with his plans didn't goes as he intended.

Harwood is frequently mentioned as a quite despicable character, even described as the worst by the Enforcers he works with, along with ex‑Enforcer Renne. He, however, considers it a compliment and takes pride in it. Renne states at one point that Harwood seems to take pleasure in toeing the line the Grandmaster has set very closely

While Harwood doesn't hesitate to cross the line with the many despicable acts he has committed, he does have his own standards regarding the schemes he carries out, especially those from his past. As such, he tends to tie up any loose ends related from his previous schemes and actions before moving on to his next one.

• His Japanese alias literally translates as 'one who has broken a thousand commandments'.
• Harwood's dialogue lines are written in a distinctive style in Japanese. His vowels are lengthened playfully as "なァ" or "ねェ", a trait he shares with Lechter Arundel.
• His voice actor in 영웅전설 하늘의 궤적 the 3rd Evolution, Keisuke Baba, also voiced Carl Regnitz in 영웅전설 섬의 궤적 I, II, III, and IV and Dogi in Ys Seven. His voice actor in 영웅전설 여의 궤적 also voices Giacomo Conte, a character who only appears and dies in the Prologue of the game.
• Bermotti considers Ellroy Harwood "his type".
