F. Novartis (F・ノバルティス) is the sixth Anguis of Ouroboros and leader of the Thirteen Factories network.

The Sixth Anguis of Ouroboros and and a mad scientist who oversees the development of its weapons in the Thirteen Factories. Though he is a genius, he has no interest in anything beyond his own research. Even other members of the society see his actions as being in poor taste as he heartlessly mocks and belittles others. He has scattered archaisms across Zemuria and sent three Aions into test battles--among many other experiments--to support Ouroboros' machinations.[3]Appearance
Novartis is an elderly man with crop cut blonde hair, blue eyes and golden round spectacles. Novartis wears a medium length lab-coat, while underneath he wears a dark blue ornate waistcoat and white dress shirt. To complete his outfit he wears white gloves, tan coloured dress pants and sand coloured boots. The Ouroboros insignia is displayed on his left shoulder.
Personality
Novartis' personality is akin to that of a mad scientist, prioritizing the results of his creations over safety, including human test subjects when applicable. Nonetheless, he is extremely intelligent and is mostly responsible for a number of breakthrough technologies.
Novartis is often reluctant in accepting the free-will stipulation of the Enforcers and often feels they are given too much freedom. He constantly gets reminded by other Anguises that it is not their place to order the enforcer around as it is not the way of the society but is often seen going about his own interests even in the middle of the society's operations and plans.
Novartis is considered very deplorable and lacking in tact when it comes to satisfying his intellectual curiosity, and ramble on about on things catch his interest often making disgust remarks and think highly of himself which has caused others to dislike him. He usually maintain composure but can loose his cool at times.
He also has an obsession with Renne for her genius and intellect, frequently making attempts to bring her back to the Society and considering her departure a greater loss than the death of Leonhardt. He is not on particularly good terms with McBurn. Despite his deplorable nature, he unexpectedly has an endearing side, as he ends up blushing when being praised and calmed down by Ulrika in one moment when he loses his cool, which surprises others who witness this side of him.
Norvatis is known to despise being compared to Epstein's three pupils and gets angry when someone compares him with them.
