The Enforcers (執行者(レギオン)) are prominent agents of Ouroboros that execute the plans drafted by the Anguis. Though each and every one of them is powerful in their own way, outstanding work for Ouroboros is rewarded by the Grandmaster.

Background

Enforcers are assigned a number based on the order they were appointed, with the first being Campanella. The number of an Enforcer is not necessarily an indicator of their strength; however, the two strongest Enforcers, McBurn and Leonhardt, have been assigned 1 and 2, respectively.

In 영웅전설 하늘의 궤적 SC, Bleublanc reveals that Enforcers are able to act on their own accord regardless if it goes against an Anguis or the Grandmaster's wishes, since the society is built on willing trust and are free to ignore or refuse the Anguis' request if they so choose. They are able to go on hiatus or even quit altogether, as shown with him and McBurn either due to disagreements on specific policies or for personal reasons, whereas Joshua, Renne and Sharon simply made the decision to leave.

In 영웅전설 하늘의 궤적 the 3rd, the Anguis themselves state that they simply cannot order around the Enforcers, that it is not the way of the Society. Campanella, "The Fool," who is assigned the number 0, has a position different from the other Enforcers. He generally acts as an observer and does not seem to share the same freedoms as his fellow Enforcers.

Unlike the Anguis, it is implied that an Enforcer is not replaced should something happen to them, since no attempts were made to fill up vacant slots after their previous holder quit, went on hiatus, died or went missing.

In 영웅전설 섬의 궤적 II, 막간 "백은의 거선" during a conversation between Duvalie and Rean, it is said that Enforcers are selected by the Grandmaster herself and in order to be selected as one and given a number that person needs to be burdened by some kind of "darkness", which is implied to be a traumatic event that deeply impacted their life. Even if the person is skilled, they are not qualified without the "darkness", as said by Loewe to Estelle while she was onboard the Glorious.

In 영웅전설 여의 궤적 II, Lucrezia reveals the freedoms provided to an Enforcer are honored as long as they don't go against the overall objectives of the society.

Trivia

  • Enforcers are known as Legion in Japanese.
  • In an AMA, when quizzed on whether all the Enforcers were pre-planned prior to development, Kondo stated that it was 'a little bit of column A, and a little bit of column B. They basically have all the ideas of what kind of character they want in an individual role but end up fine-tuning a lot of these characters for their specific roles in the games in which they appear. He also stated he found Loewe the coolest,and Bleublanc the most annoying, despite having created him.[3]
  • In 영웅전설 여의 궤적 II, Harwood proclaims that Ixs and Jorda are the "third number from last" after being appointed to Enforcers. During an interview with Kondo, he confirms that this wasn't an error and states that there may be more than 23 Enforcers.[4]

  • It is implied that the Grandmaster privately speaks to any Enforcers who join, go on hiatus, or completely leave the organization. This is confirmed in Trails Beyond the Horizon when the Arkride Solutions Office encounters the Grandmaster at the final stage of Grim Garten, where Renne notes that the Grandmaster appeared and spoke to her when she left Ouroboros. Jorda also notes meeting her with Ixs when she first joined the organization, and the Grandmaster also confirms speaking privately with Ixs when he chose to temporarily leave the organization.
