F. Novartis's story.
Background
Julio Novartis is from the previous timeloop of Zemuria, in which he was born in Leman. In this timeloop, Novartis was Claude Epstein's only disciple.
In the current timeloop, Novartis has joined Ouroboros, with Epstein having three new disciples who were not aware of Novartis.
It's revealed during Pan-Zemurian Council of Sages that in S.1195, he attended a meeting by the ICO (Internation Cooperation Organisation) to discuss advancements in orbal technology in relation to internation relations.
Doctor Novartis is in charge of the unification of the Thirteen Factories, which are each specialised in a particular expertise. He is also responsible for the development of humanoid weapons and network systems. Other technologies that Novartis was involved in was voice identification technology, which was implemented on the Glorious.
In S. 1196, Novartis was the one who dispatched Sharon Kreuger on a mission to infiltrate the Reinford Group and make contact with Franz Reinford. The mission ended in failure with Reinford deceased, and ultimately resulted in Kreuger joining the group and entering a hiatus from the society.
One of the developers of humanoid weapons is Joerg Rosenberg of the Rosenberg Studio in Crossbell. Novartis considers him peerless when it comes to fine-tuning and making the final adjustments to dolls, whether they are consumer collectables or humanoid weapons. He had Joerg do the final check on the Aion.
Despite Novartis' trust in Joerg for his excellent work, Joerg dislikes Novartis' work ethics, who had seized the Pater-Mater to have it sync with Renne. Despite the dangers, he still continued regardless, which Joerg thought as inhumane.

Following the conclusion of the Gospel Plan, Novartis was the only Anguis who thought little of Leonhardt's death, being more concerned with Renne and Pater-Mater. The other Anguis then reminded him that Weissmann's obsession with Joshua resulted in his downfall, causing Novartis to quickly drop the subject, although he insisted he would continue to monitor the two.

For the Phantasmal Blaze Plan, Novartis collaborated with Arianrhod, Campanella, and the Crois family to bring their plans in Crossbell to fruition. He provided them with humanoid weapons - Aion Type-α, Type-β, and Type-γ - and, as agreed with Mariabell Crois, he recovered the Type-α after completing his duties.
When he caught a glimpse of the awakened KeA, Novartis expressed a profound interest in the newborn potential that exceeded the original Sept-Terrion of Mirage's powers and started to collect data on her.
When the Azure Tree appeared, he became deeply interested in researching the phenomenon, but much to his disappointment, he had to leave since the focus of the Phantasmal Blaze Plan would shift to Erebonia next.

Along with the other Anguis except Vita, he voted to abandon the Phantasmal Blaze Plan in favor of the Great Twilight plan.
Novartis sent Gilbert Stein and the enhanced jaegers to test the Field Nulling Devices on the hidden village of Eryn while Roselia Millstein was away and Class VII were supposed to be traveling to Crossbell to fight the third Rivalry against Arianrhod, though Gilbert decided to capture the village while doing so. To their surprise, Class VII first attempted to travel to Eryn only to find themselves unable to do so due to the Field Nulling Devices provided by Novartis restricting the use of orbal energy. Class VII then infiltrated Rean Schwarzer, Tita Russell, Randy Orlando, Tio Plato, Agate Crosner, and Olivert Reise Arnor into Eryn, where the team defeated Gilbert and the jaegers and saved the village.

Novartis continued to operate the Thirteen Factories, learning of the singularity Elysium, which had created various simulacra of notable Zemurians, such as Rufus Albarea, Arios MacLaine, and the Emperor. Using what he learned from Elysium, Novartis was able to create a simulacrum of McBurn with the forced assistance of Erika Russell and Professor Seiland to recreate the Divergent Laws.
Alongside the McBurn simulacrum, Novartis assisted the Rufus simulacrum in taking over Crossbell City by providing it with new Zauber Soldats and archaisms; he had only done so because he saw it as beneficial to his research. He oversaw the Reinford military factory and took control of Joerg's Rosenberg Studio, using the former to create equipment and renovating the latter's underground system completely.
When Lloyd Bannings's group infiltrated the facility and confronted him, he unleashed his McBurn simulacrum on them, only for it to be defeated. When the simulacrum attempted to use McBurn's true power and failed, it tried to kill him in response, though he barely avoided the attack, which hit the data panel behind him instead. He was slightly shocked but composed himself, stating that he had memorized most of the code before proceeding to self-destruct the facility. He simultaneously communicates with Renne and C's group in the Doll factory, where he had set up dolls of Renne's parents, multiple Lapises, and the Emperor to entertain the party.
Novartis later witnesses the Retributive Tower reveal itself in Lake Elm and basks in its magnificence. Vita confronts him about his role in the events of the game but he states that he is still loyal to Ouroboros' goals and leaves, having sated his curiosity.
Shocked at the final outcome, Novartis interrupts (the real) McBurn and the Grandmaster in the Celestial Globe. He is cautious of McBurn, as he appeared to be aware that he had been copied without his consent and asks if he knew who stole his simulacrum research with McBurn believing it to be the work of a company in Ored. Another transmission interrupts them all, with Novartis recognising the logo and Roy Gramheart.

After Almata's destruction, Novartis gets his hands on the database that the AI David Callaghan had been using to make nuclear weapons. Novartis looks through the data, finds the design docs for the Aurora — and creates a new one, this one colored black. He got bored of it after making it though, leading it to get stolen by Grendel Zolga when he wasn't paying attention to it. He also makes a new nuclear weapon, and gives it to Ellroy Harwood.

Novartis and Ouroboros take over Märchen Garten, transforming it into Grim Garten. Through this project, Novartis seeks to unlock a power, the MARS-III, which can provide him with a truth he has long sought. After Arkride Solutions and those aligned with them unlock the secrets of the Grim Garten, he discovers the truth he seeks. He learns that in Cycle 19,998 of Zemuria, he was the sole disciple of Claude Epstein. From this, he believes he truly understands the nature of Ouroboro's Eternal Recurrence Plan.
Having discovered this, he announces his intention to return to the surface and interfere with Roy Gramheart's Project Startaker program. He, however, is stopped by the Grandmaster, who suddenly arrives and warns him that while she was willing to overlook his efforts in the Grim Garten, he must not break Ouroboros's non-interference agreement with Gramheart.
