Major Hubert (ヒューバート) is an agent of the Imperial Intelligence Division.

Appearance

Hubert is a man with longer black hair, swept to one side with a long fringe, and green eyes. He wears a brown woollen turtleneck sweater, dark green trousers and a long brown coat with navy blue lapels.

Personality

Hubert is an ambitious man who feels his organization is getting too stiff and rigid in its ways, refusing to adapt to more modern methods. He has always hated 'smart assess' like Lechter Arundel.

Background

Hubert was in charge of the Foreign Counter Intelligence Division. Negotiating internal affairs is stated to be his speciality. Lechter has been his colleague ever since the two of them signed up.

Hubert broaches his plan to 'modernise' the Imperial Intelligence Division following their attempt to re-organise following the Great War. He wants to use the opportunity to create a more flexible organisation not based on the Imperial Army of Erebonia. After Lechter is sent away, Hubert brings up the date for Olivert Reise Arnor's honeymoon and wonders if Lechter is doing alright. He meets Lechter outside who apologises for stirring up extra trouble. Hubert mentions the budget for his department has been settled as he can't mess around with tracking the CID's movements. Lechter tells him not to give up on his plan to restructure the agency and Hubert likewise tells Lechter to not give up and keep moving forward.

Hubert later has his team attempt to ambush Lechter on a train to Crossbell City, revealing themselves after Lechter states he knows they have been tailing him. He has been trying to pin down Lechter and assassinate him, and had made preparations so that Lechter cannot escape, including an armed gunship. Lechter doubts that Director Simon put Hubert up to this and correctly assumes Hubert wants his head for the C.I.D.

After Millium Orion blocks the attack. Hubert resolves to try and take Lechter down with the men he has on hand. Lechter reveals his reformed Intelligence Division agents that he created secretly three months ago and they subdue all the would-be-assassins. Hubert asks what Lechter will do with him. Lechter makes a play to frame Hubert as a triple agent, with the latter not believing it will work due to leaks. Lechter sets up a situation that makes it seem like he was having a deal with Hubert, and Hubert asks how long he had known about the treachery. Lechter states it had been from the beginning when they were greenhorns, with Hubert always following him up the ranks and Lechter anticipating a betrayal. Hubert screams at Lechter that he is just like Giliath Osborne. Reins holds Hubert back, stating they all want the same thing: Calvard not to have total hegemonic control.

Later, Lechter reports to Director Simon that the agents are 'under control'.

René Kincaid points out Hubert as an agent who the CID have in their employ, but know of his allegiances and are therefore manipulating and feeding erroneous information to and making him a 'quadruple agent' in theory.

Hubert is shown to be aware of his predicament and position, stating that he originally worked for the Imperial Intelligence Division before defecting, but being entrapped by Lechter to continue working for him, yet at the same time the CID being aware of this and feeding him misinformation. Hubert doesn't really know who he works for any more to his own distress. He is the subject of a search request after a back-alley doctor, Gabriella is searching for him in order to treat him.

Hubert helps Rean Schwarzer and his friends chase down the Microwave modifiers with his car. Though they beat them up, the modifiers escape due to smoke grenades. Rean's group try to chase them down again, but Hubert prevents them from doing so and says to leave it to the CID. René states this was test for him, to see if he would leak intel — since Altina Orion is part of the Intelligence Division.
