Fran Seeker (フラン・シーカー) is an operator at the Crossbell Police Department. She provides back-up for the Special Support Section and evaluates their work. She looks up to her older sister Noel.

An officer who works as a receptionist and operator at the Crossbell Police Department. Her older sister is Noel of the Crossbell Guardian Force. She has looked up to Noel since they were children, and the two could not be more different: her older sister is athletic and loves vehicles, whereas she loves collecting plushies and accessorizing. Still, the two are the very picture of loving siblings, often going out of town on their days off and enjoying each other's company. She is also very skilled at her job and has done well to support the Special Support Section however she can. Now that Crossbell is free, she now greatly looks forward to the return of peaceful days spent with her dear sister.[2]Appearance
Fran is a young woman with a strong familial resemblance to her sister, Noel. She has tawny brown hair worn in two short twin tails and hazel eyes. Fran is usually seen wearing her Crossbell Police uniform, a blue and green skirt suit with black tights, grey shirt and red neck-tie. She wears a small pillbox hat in navy blue and heeled pumps.
Personality
She really looks up to her older sister Noel, who is a member of the Crossbell Guardian Force. A cheerful and bubbly personality, she is extremely helpful to strangers and sometimes appears naive, despite being quite cunning and perceptive. Unlike her sister, Fran has a weakness for cute girls, like KeA and Shizuku MacLaine, and stuffed animals.
