Private Chesley is a soldier serving in the Royal Army.
He's stationed at Sanktheim Gate checkpoint separating the cities Zeiss and Grancel and can be found acting as a lookout on the top floor of the building.
When first met, he mentions that he enjoys the country's peaceful state, although the lack of action has also made him bored and prone to dozing off on the job.
The top floor of the checkpoint being his usual assigned spot, Chesley has gotten used to watching things from high up and he claims that staring at the horizon so often has given him really sharp eyes. His friends believe he's merely overworked, but Chesley's claim turns out to be valid when he actually manages to spot a strange airship flying from Carnelia Tower to Leiston Fortress all the way from his post on top of Sanktheim Gate. He reports the incident to his superiors, hoping that he witnessed something important, but is disappointed when the higher-ups in the army, already under control of the Intelligence Division, don't end up pursuing the lead he found.
Like many in Grancel and its surrounding region, Chesley is excited about the martial arts competition and expresses the desire to participate in it himself sometime, though he also mentions that the army has an internal preliminary that determines who gets to fight in the tournament itself and if Chesley was part of the preliminary round, he didn't make it through himself. Since they're part of the military just like he is, Chesley's rooting for the special ops team captained by Lorence to win the championship, unaware that they're the terrorists his garrison has been looking for.

Private Chesley is a collegue of Private Wayne, Private Hector, Private Jules, Private Wolpe and Private Olnis.
In addition, he's a subordinate of Chief Watch Officer Dale and Watch Officer Talbot.
