Kuper is an inhabitant of the town of Ruan.
He's a dock worker who's usually found loading and unloading cargo at the harbor. During the search for the mayor's missing candelabrum, the bracers follow the hint on a note to the docks where the object is supposed to be hidden inside a barrel. Not seeing any barrels nearby, they ask Kuper for help. Kuper can't help them, but does point them towards the warehouse, noting that it's probably in there.
