Private Usher is a soldier serving in the Royal Army.
He's stationed at Krone Pass checkpoint separating the cities Bose and Ruan and can be found inside the checkpoint's main hall.
When Estelle and Joshua arrive at Krone Pass after the arrest of the Capua Sky Bandits and the rescue of the hostages, it's already getting late and they decide to spend the night at the checkpoint. They're notified of the fact that it's Usher's turn to cook and that the meals he prepares can wreak havoc on one's stomach. In the end, Estelle actually ends up enjoying the meal while Joshua settles for a polite "unique" to describe the flavor.
