Ciel is an inhabitant of the town of Ruan.
She's a woman who lives in the northern section of Ruan together with her husband, son and daughter. Reacting to the gradual change from a harbor town to a tourist location and needing to make money in order to afford their son's tuition fees, Ciel and her husband both started working as tour guides, showing visitors the sights of the city.
Though she and her husband both tend to be extremely busy during tourist season, they still managed to take a day off in order to visit their son at the festival. Ciel in particular really liked the school play, though she felt bad that it wasn't her son who got to play the role of the princess.
After Mayor Dalmore is arrested and the thought of elections coming up starts sinking in, Ciel starts hoping that Norman, the owner of Hotel Blanche, will become the new mayor. This is because Norman is heavily invested in the tourism industry himself, which would be to her and her family's benefit.

Ciel is the wife of Lytton and the mother of Gerome and Eletta.
