Bill is an inhabitant of the town of Grancel.
He's an old man who lives in the house across the street from the Sunnybell Inn in the southern section of the royal city, together with his wife Ilene.
He and his wife (whom he playfully calls "Shorty") have lived in Grancel all their life and have been married for decades, but Bill still enjoys her cooking and her company and hopes his children and grandchildren will get to live in peaceful times just like they have so far. Despite being senior citizens, he and his wife are still rather young in spirit.
He and his wife were given tickets to the martial arts tournament as a gift by people from the castle and they took the opportunity to go and watch it, thoroughly enjoying the matches.
Despite their happy life, they too caught rumors of the Queen's illness and were greatly worried about her. When the illness turns out to be a lie and the princess is safely returned, both Bill and his wife are greatly relieved and, no longer worrying about the kingdom's future, happily celebrate the Queen's birthday in Grancel's streets.
Bill is usually found at home, but he was briefly hanging out at the Sunnybell Inn when Olivier came crashing through the doorway after getting a whack from Estelle's staff after pushing her buttons one too many times.
