Tooker, a NPC met in Grancel

Tooker is an inhabitant of the town of Grancel.

He and his colleagues Palmer, Helmuth and Dayan are government officials who work at the castle as part of the country's administration, but during the Intelligence Division's coup, half of the staff was sent on a forced vacation by Duke Dunan with the excuse that there was hardly any work at the moment, which is blatantly untrue. Tooker and Dayan are the only ones who remain on active duty throughout the period of political unrest in Grancel and they struggle to both keep up with the workload and deal with the pain of having to take orders from the Duke even though it's the Intelligence Division that takes over part of the governing. Ironically, Tooker is relieved that it's the Intelligence Division and Colonel Richard giving orders, since they're still more competent rulers than the Duke.

Fortunately, after the coup is thwarted, control returns to the Queen and the administration members who were forced out return, though due to the political mess that has to be cleaned up, there most likely won't be much opportunity for vacation anytime soon for Tooker and his colleagues and he's found grumbling about how long it'll take to catch up and deal with the political fallout during the Birthday Celebration.
