Lytton is an inhabitant of the town of Ruan.
He's a man who lives in the northern section of Ruan together with his wife, son and daughter.

Reacting to the gradual change from a harbor town to a tourist location and needing to make money in order to afford their son's tuition fees, Lytton and his wife both started working as tour guides, showing visitors the sights of the city. Before his wife convinced him to switch his career, Lytton was a fisherman like many of the men in town. He actually considers the job of tour guide and memorizing all the facts about the various landmarks to be more stressful than fishing, but it doesn't make him miserable. In fact, he's happiest when leading a busy life. The one thing he worries about is the fact that since he and his wife have such busy jobs and their son is attending university, their daughter is getting lonely at home.
Though he and his wife both tend to be extremely busy during tourist season, they still managed to take a day off in order to visit their son at the festival.

With the mayoral election in full swing in Ruan, Lytton is one of the people campaigning on behalf of candidate Norman in the northern block of the city. While there are less tourists in the city than during the last time Estelle was in town, meaning he has more free time, Lytton is also campaigning for the hotel owner because he believes Norman is simply the best option.
Like the other supporters of Norman's camp, Lytton is present when the supporters of both candidates face off on the bridge. Unlike Norman's two deputies, however, Lytton doesn't actively partake in the confrontation and after the whole thing blows over, he voices relief that things didn't escalate to the point of violence. He feels that division of this kind would harm the town in the long run and hopes both camps will get to understand each other better.
As a former fisherman, Lytton is in the unique position of being able to relate to both sides. While many people in the harbor district feel that Norman's focus on tourism would unavoidably cause him to neglect the town's port, Lytton mentions Norman definitely has plans to maintain the harbor and guarantees that as a former fisherman, there's no way he'd be campaigning for someone who'd contribute to the decline of the place where he used to work.
