Lottelio is an inhabitant of the town of Ruan.

When the Lavantar Casino in Ruan reopens after renovations during the Birthday Celebration, Lottelio is one of the people who ends up working there. As the cashier, Lottelio is in charge of exchanging money for medals (casino chips) and medals for prizes. Since she's the first person visitors get to interact with when they drop by, she does her best to make them feel welcome through her cheerful and sometimes flirty behavior.
There might be more to her than meets the eye, though, as she mentions she's quite good at gambling herself, having an instinctive feeling for cards and dice and while one of the customers, Phelio, is on a significant winning streak, her colleagues start giving her stares as if wanting to indicate that her turn's about to come up. This suggests Lottelio is actually the casino's best dealer and acts as the establishment's ace in the hole who's only brought into action against the people who are on a large winning streak. Before she has the opportunity to match her skills against Phelio, Estelle and her group arrive and beat him. Impressed by their prowess, Lottelio congratulates Estelle on her success.
After the floating city of Liber Ark appears in the sky above Liberl and the Aureole causes all orbments in the kingdom to shut down, the city of Ruan is heavily affected by the shutdown phenomenon, but the casino stays open though it has very few visitors due to most townspeople not being in the mood to kick back and relax. Bored out of her mind, Lottelio voices the hope that things will quickly go back to normal.
