Gunter is an inhabitant of the town of Ruan.

When the Lavantar Casino in Ruan reopens after renovations during the Birthday Celebration, Gunter is one of the people who ends up working there. As one of the house's dealers, Gunter is in charge of the blackjack table. As a dealer, Gunter is always happy to give new visitors some free advice, such as that the most important thing in gambling is knowing when to press on and when to quit. He also points out that as long as that's kept in mind, a player who plays his cards right is almost guaranteed to win some money at blackjack.
After the floating city of Liber Ark appears in the sky above Liberl and the Aureole causes all orbments in the kingdom to shut down, the city of Ruan is heavily affected by the shutdown phenomenon, but the casino stays open and Gunter even points out that playing a few games now is a good way to take one's mind off the troubled times and have some fun. When the casino reopened, Gunter was initially skeptical of Spiridon's decision to use old-fashioned mechanical slot machines instead of orbal-powered ones, but after the country-wide power outage, he admits his boss made a smart decision.
Gunter has a rather cynical view on politics. After the confrontation on the bridge between the supporters of both candidates is defused, he complains that politics are a universally ugly business underneath the podium and speeches and he himself wants to have nothing to do with it, even going as far as refusing to vote in the upcoming election.
