Dayan is an inhabitant of the town of Grancel.
He and his colleagues Palmer, Helmuth and Tooker are goverment officials who work at the castle as part of the country's administration, but during the Intelligence Division's coup, half of the staff was sent on a forced vacation by Duke Dunan with the excuse that there was hardly any work at the moment, which is blatantly untrue. Dayan and Tooker are the only ones who remain on active duty throughout the period of political unrest in Grancel and they struggle to both keep up with the workload and deal with the pain of having to take orders from the Duke even though it's the Intelligence Division that takes over part of the governing.
Fortunately, after the coup is thwarted, control returns to the Queen and the administration members who were forced out return, though due to the political mess that has to be cleaned up, there most likely won't be much opportunity for vacation anytime soon for Dayan and his colleagues.
