Norman, a NPC met in Ruan

Norman is an inhabitant of the town of Ruan.

He lives in the house next to Mayor Dalmore's residence in the southern section of town together with his wife and son. Norman is a businessman who's active in Ruan's tourism industry. In fact, he can easily be considered THE person at the heart of the town's tourism sector. Not only did he manage to transform the old inn he bought into a very successful and high-class seaside hotel, but he was also the one who got Ciel and Lytton their jobs as tour guides in an attempt to make the town more tourist-friendly. His vision for the town involves developing the tourism industry to the point where it'll be able to sustain the town, even if the harbor were to close down completely. Because Mayor Dalmore was a great supporter of that vision, he used to get along well with the mayor before the latter's arrest. He's also extremely annoyed with the Raven gang, since their presence makes the southern district unappealing for tourists. That's not the only reason he dislikes the gang though. Norman's oldest son Belden left the home after continued fights with his parents and joined the gang, much to Norman's contempt.

Norman is a pretty big workaholic, who's almost always busy with some business deal or another.

After Mayor Dalmore's arrest, Norman is one of the people who's considered a viable successor by those working in the tourism sector as his leadership would allow that industry to blossom. He later becomes the new mayor of Ruan and gives his old house to Alan Richard and Kanone Amalthea for their business R&A Research following the destruction of the Liber Ark.

Relations

Norman is the husband of Bridget and the father of Belden and Louis.

As the hotel's owner, he's also the employer of Ernest and Murray and as mayoral candidate, he's the boss of Herio and Dels.

As a prominent businessman, he's also an acquaintance of Mirano.
