Herio is an inhabitant of the town of Ruan.

After Ruan's old mayor, Morris Dalmore, is arrested and forced to resign, Norman, the owner of the local hotel, steps up to the plate as one of the two people to succeed the position and Herio, who was formerly a merchant, becomes one of his chief campaigners.
His devotion to his boss gets the better of him when he and his colleagues get into an argument with their rival Portos' men over a spot to hold a speech and the argument nearly turns into a full-blown public brawl, due to Herio accusing Portos' followers of staging the ghost sightings as a way to cause problems for Norman's family and sabotage his campaign. This causes Portos' men to lash out and Herio and his colleague Dels are about to trade blows with them when Olivier Lenheim appears and causes a distraction that defuses the stand-off.
After the ghost mystery in Ruan comes to a close, things return to normal in Ruan until Dels is found unconcious on the balcony of the hotel with a big bump on his head. On Norman's request, Herio immediately heads to the Bracer Guild to report the incident, though he runs into Estelle's group on the way there and asks them to assist in investigating the possible assault, which was supposedly committed by Kuper, from Portos' campaign, whom Herio let into the office earlier when he came to apologize for his role in the stand-off on the bridge.
While being questioned, Kuper mentions that Herio could be a suspect too, due to him and Dels being rivals, but Norman, the hotel clerk and even Dels all come to Herio's defense, stating that he's not the kind of person who'd do that sort of thing. It also turns out that Herio was on the bridge with Norman, picking a good spot for a speech, while Dels was knocked out. It eventually turns out that Dels was knocked out by the balcony door when Norman's son Belden kicked it open from the other side. After the incident is resolved, everyone is quick to move on.
Herio and Dels are both competing to become Norman's number 2, but although they're vying for the same position, they remain on good terms. Herio doesn't end up winning the position after Norman ends up winning the town elections though, the position of mayoral secretary going to Dels instead.
