Palmer is an inhabitant of the town of Grancel.
He's usually found walking the main avenue in the northern section of the royal city.
He and his colleagues Helmuth, Dayan and Tooker are government officials who usually work at the castle as part of the country's administration, but during the Intelligence Division's coup, he and Helmuth were sent on a forced vacation by Duke Dunan. Since his forced time off doesn't feel like a vacation to him, he spends his "free time" wandering up and down the street outside the royal castle.
Despite being kept out of the loop regarding the events in the castle, Palmer remains fairly aware of what's going on behind the scenes. While he doesn't initially suspect Colonel Richard, he quickly figures out that something bad is going on. He actually witnessed the soldiers from intelligence leading some arrested royal guardsmen away on the charges of terrorism, even though Palmer knows that the royal guards were engaged in a practice drill at the royal villa during the time of the attack, with only the Intelligence Division claiming otherwise, but that the duke nevertheless signed arrest warrants for all of them..
Palmer also notes that the Royal Guard still has a lot of support in Grancel, himself included, and that the Intelligence Division will have a hard time getting the citizens to cooperate, especially if they maintain their smug attitude, the worst offender being Captain Amalthea. As the entire regiment of soldiers normally patrolling the streets is replaced with special ops, Palmer can't help but feel something bad is going on in the castle.
Fortunately, the coup gets thwarted and with the castle being reopened to the public, Palmer is free to get back to work. He does worry about the amount of work he'll have to catch up on, but is relieved that at least Cassius returned to the service to help out.
