Mister O'Neil is an inhabitant of the town of Ruan.
He's the owner of O'Neil Duty Free Shop, which is the town's general goods store.

Back when he was younger, before he started running his business in the northern section of town, he used to travel all over the world as a sailor and even used to captain a ship.
Or so he says.
He has many tall tales from his time as a sailor and isn't shy about sharing them with his customers, but he isn't shy about embellishing them either and the latter trait is well known across town. Some people, like Kloe, take his stories in stride. Others, like Jimmy, are completely taken in with them. And some people, like Seagaro, are annoyed by them.
Seeing that the Dalmores had been in power in Ruan for generations, the mayor getting arrested and the Dalmore line of government ending this suddenly was quite a shock to someone as old as O'Neil.

Estelle visits Ruan again after her return from Le Locle where the election is on everyone's mind, including O' Neil's. Like many of his fellow townsmen, he's not quite sure who to vote for yet, noting that as a former sailor seeing the harbor die down would be terribly sad, yet also acknowledging that the town will require tourism to make ends meet.
The topic of the election is an opportunity for O' Neil to show off his knowledge about governing styles in other nations, such as the popular vote system in Calvard, which resembles Liberl's mayoral election system as well as the hierarchical feudal system in Erebonia.
Aside from that, he can't resist making up a tall tale that features him fighting his way to position of chief on some far-away island, which he claims to have declined.
