Phoebe is a person met in the town of Grancel.
She and her friend Nana are two teenage girls visiting the capital to attend the Martial Arts Competition and Birthday Celebration. During the days of the tournament, they're always found hanging out in front of the Grand Arena. After the matches, they ususually head to the resting area near the department store in the royal city's east block to discuss the fights. After the tournament is over, they spend the days between the competition and the Birthday Celebration at Baral's Coffeehouse, not having much else to do until the festivities start. During the celebration itself, at Phoebe's recommendation, they're among the people standing in line at Sorbet's ice cream stand.
Unlike some of the other spectators, Phoebe and Nana may be less interested in the fights themselves and more interested in the ones doing the fighting. Initially disappointed by the absence of Lieutenant Schwarz and the Royal Guard, they quickly focussed their attentions on the other contestants with Phoebe taking an initial shine to Zin before settling on a full-on crush on Joshua, which she puts into practice by cheering only for him during the championship match and wishing for the competition to have featured one-on-one matches so she could have supported Team Joshua.
When not fawning over the participants in the competition, Phoebe and Nana like engage in teenage girl chatter about other things, such as the fact that her sister recently broke up with her boyfriend.
