Cosimo is an inhabitant of the town of Zeiss.
He's a retired clockmaker who is usually found near the orbal clock next to the church in town. While Zeiss is an industrial town nowadays, it used to be a "clock town"; a town whose main industry was the manufacturing of clocks. When Professor Russell brought the knowledge he gained as an apprentice of Professor Epstein back to Liberl, he formed a partnership with Zeiss' Clockmaker Union in an attempt to get orbal technology off the ground.
One of the first pieces of orbal technology was an orbment-powered clock; the first of its kind in the country. Cosimo was the person who helped Professor Russell build it and he's felt a special bond with the device ever since, viewing it as a child of sorts and feeling that as long as the clock keeps ticking, he'll keep doing so as well. Because of this, he tends to check on his "baby" at least once a day.
When the black orbment causes a city-wide black-out, the town clock is temporarily deactivated as well and when Cosimo stops by to check on the device the next morning, he immediately notices that it's running slow. Knowing he'll need an orbal engineer to help him fix the clock, he goes looking for someone willing to help him out. While he's known Randall for a long time, Randall's been retired for years and Cosimo is wary of letting someone who's possibly out of practice fiddle with his baby. He eventually ends up approaching Igor with the request to help him. Igor agrees to help him.
The next day, he and Igor start working on readjusting the clock and Igor makes a brief comment about this at least something an old, obselete engineer like himself can be of use with. Cosimo scoffs at Igor's remark and mentions that someone who worked on the development of the Arseille can hardly be called obselate. Igor acknowledges Cosimo's words, though he still sticks with old.
The day after, Cosimo can be seen checking up on his clock as usual again.
