Rufus is a man met at the Wolf Fort military checkpoint.
He's the proprietor and bartender at the pub/rest stop where people leaving or entering the country wait for their clearance.
When he was still young, Rufus had grand ambitions, dreaming of becoming a successful septium trader and even getting his own harem. Compared to that, running a small border pub isn't nearly as spectacular, though Rufus has no regrets about the turn his life took.
Originally being from Calvard himself, Rufus still sees many of his fellow countrymen come and go. One notable event was when a man from Calvard Rufus could only describe as huge came to his establishment and ate so much that in the end there wasn't any food left for anyone but the garrison commander. Despite the inconvenience this must have caused, Rufus was excited by Zin's appetite and hopes he'll drop by again.
After Central Factory gets attacked, security is tightened at Wolf Fort and those without a good reason to cross the border are turned away, taking a bite out of Rufus profits, so he's relieved when the army command gives the order to cancel further inspections, although since the culprits behind the attack haven't been caught, he's just as confused as the soldiers at the checkpoint.
Rufus is an easy-going person who likes to joke around. His favorite joke is the name he's given his establishment; the Jack & Squat, since that's what he claims he has to offer.
