Noticia is an inhabitant of the town of Grancel.
She's a woman working at the Liberl News headquarters as a journalist, just like her colleague Nial. Noticia's just as passionate about her work as Nial is and feels a strong rivalry towards him, though it's not clear whether Nial returns that sentiment. Noticia is among the people covering the martial arts competition and when Estelle and Joshua first arrive in Grancel, she can be seen feverishly preparing for the event. It appears that Noticia doesn't frequently use Dorothy's services, since she complains about how hard it is to get good pictures of battles between teams of four.
As part of the Intelligence Division's planned coup, it's putting a lid on the spread of information and the Liberl News is caught up in this. Noticia is one of the people who comment on the Intelligence Division's censoring efforts and she feels like the special ops are acting like bullies. She nevertheless admires Colonel Richard, like many in Grancel, but she despises Captain Amalthea due to her haughty attitude.
After the coup is thwarted, it's Nial who ends up writing the main piece for the Liberl News' special coup edition and Noticia can only watch as her colleague and rival takes off with the scoop of a lifetime. She wonders to herself if Nial has a secret of some sort that allows him to always get great stories and considers asking him for tips.
