Finella is an inhabitant of the city of Grancel.
She's an employee of the Orbalship Corporation and sits behind the service counter of Grancel's airport.

After the attack on Central Factory, and even moreso after Professor Russell's rescue from Leiston Fortress, military security has been significantly stepped up and due to the security checks performed by the army, all flights coming into and leaving from Grancel have been delayed, sometimes for several hours. Since Finella is the person who has to explain the situation to all the travellers, she's extremely frustrated with the emergency measures.
Having already been working her current job during the sky bandit hostage crisis, Finella still has flashbacks to the Linde's hijacking whenever she hears about yet another flight delay. She keeps hoping that the security will be relaxed when the martial arts competition is over, but instead, after the end of the tournament, flights get grounded altogether, much to her horror.
Fortunately, the coup by the Intelligence Division gets thwarted and things are back to normal by the time the birthday celebration is held. Even then, Finella is still in shock that they got caught up in a coup d'etat without even realizing it.

After the Birthday Celebration, things go back to normal for Finella and with the only disruptions of daily life during most of the second game's timespan taking place in the harbor, far away from the landing port, she doesn't really get caught up in things until the Aureole gets unsealed, which shuts down all orbal power and forces all airliners to stay grounded. With air traffic being an impossibility for the time being, Finella spends most of her time issuing apologies to stranded travellers and giving refunds in exchange for tickets.
Unlike most other receptionists at Liberlian landing ports, Finella doesn't sell tickets, since the Orbalship Corporation's headquarters is right next door. Instead, she purely focusses on customer service and keeping track of all the incoming and outgoing traffic, both national and international, of Grancel's airport.
