Licia is an inhabitant of the city of Grancel.
She's one of the people working at the Grancel Museum of History located in the eastern section of the royal city.
Licia's job at the museum involves handling the reception desk work, which includes providing visitors with information about the guided tours and assemblies offered at the museum and informing them about the house rules such as the prohibition of smoking and taking photos. She also handles the museum's incoming mail, such as the package from the researcher Lyndon, whose researching Ancient Dragons in Bose, with a letter asking the museum director to come to Bose.
While most businesses in Grancel get additional customers due to the martial arts tournament and the birthday celebration, the museum gets significantly less business during those days and as a result the typical assemblies that are usually held are cancelled. Despite the lack of customers during the special events in the city, she's not able to just take the day off, unlike her boss who has obtained a ticket for the tournament's final match. Since he's called away just before the match, he gives his ticket to Professor Alba and Licia mentions being jealous of the professor since he can go and see the final match while she can't.
Licia mentions that the researchers she gets to deal with as part of her job are often eccentric people, she thinks Professor Alba is the strangest one of all, calling him one big mystery. During the birthday celebration, she wants to ask Alba a question about his research, but is unable to find him anywhere in the museum and wonders out loud where he could have gotten off to, unaware of Alba's true identity and motivations.

Licia is a subordinate of the museum director and a colleague of Santos.
