Ruvie is a woman met in the Capua Hideout.

Ruvie's one of the passengers on the airship Linde who gets taken hostage when the airliner is boarded and hijacked by the Capua Sky Bandits. She, her daughter Atget and the other passengers are then blindfolded and taken to the Capuas' hideout in Nebel Valley on board the sky bandits' ship where they're imprisoned in one of the rooms on the lower level of the hideout.
Their ordeal comes to an end when Estelle, Joshua, Scherazard and Olivier stow away on the sky bandits' ship, infiltrate the hideout and subdue the group of bandits guarding their cell. When the army arrives, Ruvie, her daughter and the other passengers are transported back, allowing them to return to their hometown of Ruan.
When Estelle and her companions bust them out of their cell, Ruvie's daughter asks her not to hurt the "nice guards" too much. Ruvie then explains that the guards gave Atget sweets on a regular basis and seemed genuinely reluctant to go along with their leader's kidnapping scheme. Nevertheless, she did fear for Atget's safety and was very relieved when the bracers took down the sky bandits.
When spoken to after Mayor Dalmore's arrest, Ruvie mentions she's not overly sad to see him go, never having liked him very much.

Ruvie is met again when Estelle visits Ruan after her training trip at Le Locle and life has returned to normal for her and her daughter, with the two of them hanging out in front of the hotel as usual. While Ruvie's not involved with any of the campaigns, the election's nevertheless on her mind a lot. She's a bit annoyed by the promotional nature of the process and has difficulty making up her mind, feeling a definite "click" with neither candidate and mentioning that while she'd like to vote for the candidate who shows the most character, that's difficult to judge from looking at mere posters.
When the supporters of both candidates get into a confrontation on the bridge, it draws Ruvie's and Atget's attention, though they don't join the crowd, preferring to watch things unfold from a distance. After the whole thing blows over, Ruvie expresses irritation with how worked up her fellow townsmen got.
