Project Babel (バベル計画) is a plan formulated by Elysium to construct Retributive Tower along with the ultimate weapon Keraunos - or the divine lightning (天の電) to achieve its overarching goal of ensuring humanity's salvation by uniting Zemuria. The name of the project comes from the Japanese name of Retributive Tower: Reverse Babel (逆しまのバベル).
Background
Using its power of predictive conditional convergence calculation, Elysium foresaw the plight of humanity at the end of S.1209, referring to it as the Nothingness of All. In response Elysium would begin calculations to determine the best course of action to ensure the future survival of humanity, subsequently leading to the formulation of Project Babel in August, S.1206.
At some point in late January/early February, S.1207, Elysium would manifest Ishmelga Rean while conducting one of its predictive conditional convergence calculations, in-turn corrupting it and revitalizing the Great One. Ishmelga Rean would take advantage of the corrupted Elysium, removing Lapis Rosenberg and inserting itself as the new administrator. Now in control of Elysium, Ishmelga Rean sets out to complete Project Babel by any means necessary even if it means subjugating all world powers through violence, contradictory to the goal of achieving peace which was the whole reason the project was even created in the first place.
Overview
Ishmelga Rean uses Elysium to contact Professor F. Novartis by reverse engineering the Astral Code. Novartis - driven by personal interest in furthering his research in the production of simulacrum - backs Project Babel independently from Ouroboros.
The support from Novartis extends to the utilization of the Reinford Military Factory in Crossbell, a facility covertly operated by the Thirteen Factories. Following the Great War, the Reinford Group had been contracted by the Imperial government to to oversee the deconstruction of Tangram Fortress and imperial munitions that had been stationed in Crossbell such as the Gargantua-class airships and Dragunov-class railway cannons. Due to the military factory being under control of the Thirteen Factories, this iron is repurposed for the construction of the Retributive Tower and enhanced versions of the Helmord and Asmodyne models of Zauber Soldats. These Zauber Soldats would be used to aid the fake Rufus Albarea in establishing the United Nation of Crossbell and protect the Retributive Tower as seen during Operation Wings of Genesis.
It is also at the Reinford Military Factory that ultimate weapon Keraunos - or the 'divine lightning' - would be built. Keraunos is powered by energy from the spirit veins. This energy is then amplified and reflected by combat shell satellites in the sky which then direct them toward a desired target.
Construction of the tower went unnoticed thanks to the replica Sonorous Seashell created by Elysium. The artifact is capable of both camouflage and noise cancellation as well as interfering with communications over the orbal network, diverting ships in Lake Elm away from the tower if they came too close.
