Phelio is an inhabitant of the town of Grancel.
He's a young man who recently moved into one of the houses facing the Baral Coffee House in the western section of the royal city together with his pregnant wife Lakeisha.

Ever since his childhood, it's been a dream of his to live in the royal city and he recently got the opportunity to realize that dream, but after they moved houses, reality quickly started catching up with them as Phelio had to go look for a job to pay the rent.
Phelio isn't the most driven person in the world though and ever since the move, he's only been talking about getting a job, rather than going out and finding one, much to the dismay of his wife. Especially since the martial arts competition is being held, he'd rather go and watch the matches than look for potential employers, even though there's no discount to tickets this year (much to his annoyance) and seats aren't really affordable.
Although he's supposed to be looking for a job during the day of the final tournament match, his wife knows he probably won't be seriously looking anyway, so she makes the choice to go see the final match together since it's been a long time since the two of them have gone on a date. Inspired by the tournament, he goes off to the city dock the next day in order to look for work, only to find it closed by the army as part of the anti-terrorist precautions.

After the thwarting of the Intelligence Division's coup, the capital's harbor reopens and Phelio manages to find a job as a bookkeeper in the harbormaster's office some time afterwards. He and his wife are seen again on the airship Linde during Estelle's flight from Grancel to Ruan after her return from Le Locle. Phelio turns out to be enthusiastic about gambling and took a few days off as soon as he heard that the Lavantar Casino in Ruan finished its renovations, arguing that it's important to hang back and have fun every once in a while, despite the fact he got his current job only recently.
Phelio frequently drives his wife up the wall with his bouts of laziness, spells of complete single-mindedness and tendency to get distracted with small things while losing sight of the big picture, though Lakeisha for the most part tolerates it and doesn't voice her grievances very often.
Phelio's also a smoker, albeit one who's trying to quit.
