Private Orta is a soldier serving in the Royal Army.
He's stationed at Air-Letten checkpoint separating the cities Ruan and Zeiss and can usually be found behind the desk in the sleeping quarters, the area of the checkpoint he's in charge of. Since Air-Letten is both the checkpoint between Ruan and Zeiss and an important tourist attraction, the sleeping quarters are often used by visitors and they frequently leave possessions behind by accident. These items are usually kept around for a while and then thrown in the trash, but if Estelle talks to Orta before she and Joshua head for Grancel, they'll be given the 8th chapter of the Carnelia series though he asks them not to tell CWO Hahn about it, lest he gets in trouble for it.

He's also a subordinate of Chief Watch Officer Hahn and Watch Officer Kientz
