Lily is an inhabitant of the town of Grancel.
She's a store clerk working at Edel's Department Store located in the eastern section of the royal city. She's the person in charge of selling sundries, most prominently magazines like the Liberl News. In addition to selling the magazine, she's also one of its avid readers, though during busy times like the week of the martial arts competition, she doesn't get a lot of opportunity to catch up on her reading.
Lily is one of the people who notices the change when the Intelligence Division starts censoring the Liberl News, mentioning that even though the photos (taken by Dorothy) accompanying the articles are still as good as ever, the articles themselves have become kind of dull and she wonders why that is. When the coup is thwarted however, the censoring stops and Lily excitedly notes that the Liberl News' special coup edition has been flying off the shelves faster than she can restock it.
