Elkan is an inhabitant of the town of Zeiss.
He's the store clerk working at Stain Arms & Guards located in the center of the city block. While he doesn't own the weapon shop, that honor belonging to Mister Stain, Elkan is the one who handles the day-to-day activities such as selling weapons and stocking inventory. Particularly that last point has been and remains a source of discourse between him and his boss.
Elkan is, in the words of his employer, dedicated to his job, good with machinery and has the hands for tuning activities as well as the eye to know when and how to do it. He's very technically-minded, however, and eager to sell the latest orbal weaponry for its impressive specs, even if said weaponry is still in the experimental stage. While his employer is wary of weaponry that hasn't proven its worth yet and disdains the fact that orbal engineers from the factory, particularly Karl from weapon design, frequent the shop to show off everything that got past the design phase, Elkan is thrilled by the idea of selling the latest and greatest in orbal technology, claiming it keeps the job interesting. Even though he's extremely frustrated by his boss' point of view, he acknowledges that the owner of a shop gets the final say on its stocking policy.
Things suddenly change when Karl, who was the one who'd often temp Elkan by showcasing his new weapon designs and who shared his focus on raw energy output and efficiency over reliability and usability suddenly has a change of heart and starts adopting Stain's philosophy. Elkan is flabbergasted and annoyed that his idealogical ally suddenly switched sides, but in the end does start giving his employer's mantra about weapon reliability more heed.
