Dels is an inhabitant of the town of Ruan.

After Ruan's old mayor, Morris Dalmore, is arrested and forced to resign, Norman, the owner of the local hotel, steps up to the plate as one of the two people to succeed the position and Dels becomes one of his chief campaigners, acting as his strategist.

His devotion to his boss gets the better of him when he and his colleagues get into an argument with their rival Portos' men over a spot to hold a speech and the argument nearly turns into a full-blown public brawl, due to Dels accusing Portos' followers of staging the ghost sightings as a way to cause problems for Norman's family and sabotage his campaign. This causes Portos' men to lash out and Dels and Herio are about to trade blows with them when Olivier Lenheim appears and causes a distraction that defuses the stand-off. After he's had time to cool his head, Dels admits he went too far and feels sorry about escalating the situation.

Just before Estelle and her companions set out to fly to Zeiss, Dels is doing some work on the balcony just outside the hotel room that serves as Norman's headquarters when he suddenly gets knocked out cold from behind. Estelle and her team are called in and conduct an investigation of the incident and the suspects. Eventually it turns out that it wasn't the supporter of Portos who stopped by the hotel who knocked Dels out, but the balcony door, which Norman's son Belden kicked open due to having his hands full at the moment. After the misunderstanding is resolved, Dels and his boss resume their work on the campaign after he tells Belden that he won't hold an accident like that against him.

Dels and his fellow campaigner Herio are both competing to become Norman's number 2, but although they're vying for the same position, they remain on good terms and when asked about Herio during the investigation, Dels insists that his colleague is above reproach. Dels ends up winning the position, getting appointed as the mayoral secretary after Norman ends up winning the town elections. When the floating city of Liber Ark appears above the lake and causes a nation-wide orbal shutdown, Dels and his boss end up having their hands full coping with the chaos that takes over Ruan.
