Private Samuel is a soldier serving in the Royal Army.
He's stationed at the Leiston Fortress and is found guarding the military stronghold's front gate until security gets ramped up there.
While he's doing his job at guarding the entrance pretty well, he's not quite as discrete as a soldier guarding a military installation that's not even allowed to be photographed should be. When repeatedly talking to him before setting off to Elmo, he lets slip that there's a large number of secret intelligence forces inside and later on he can be caught talking to himself about how Major Cid, the fortress' commanding officer, is getting pushed around by the Intelligence Division personnel.
After Professor Russell is brought to Leiston Fortress on the Intelligence Division's airship, security is tightened at the fortress and Samuel is moved to a post inside the fortress.
