Peter is an inhabitant of the town of Grancel.
He's a man usually found walking the street in front of the cathedral in the western section of the royal city.
Peter seems to be quite familiar with the western section of the city, offering several tidbits when talked to such as the fact that the Liberl News headquarters is in this city block, that its reporters frequently have meetings in the coffee house nearby, that General Morgan lives in this area as well, but that he usually isn't home unless the martial arts tournament is in progress.
He also mentioned he saw the sky bandits, in handcuffs, being lead into town from the docks (to buy weapons for their participation in the fighting tournament) and he though he hears about and is greatly unsettled by the news about the royal guard going into hiding after the attack on Central Factory, as well as the ever-increasing patrols in town, he nevertheless runs into a disguised Lieutenant Julia Schwarz when she leaves the cathedral just before Estelle and Joshua visit there to seek her out and pass on the news about their assignment to rescue Princess Klaudia.
