Spencer is an inhabitant of the town of Grancel.
He's usually found hanging out in the Sunnybell Inn bar in the southern section of the royal city, where he frequently has his meals, preferring the Liberlian breakfast at the Sunnybell Inn to the Imperial breakfast served at the Baral Coffee House. He was present when Estelle and Joshua ran into Olivier there and was severely startled when Olivier unexpectedly came crashing through the doorway after getting smacked by Estelle just outside the establishment.
Spencer seems quite familiar with the history of Grancel's martial arts competition, mentioning that it used to be a closed event meant for demonstrating new military combat techniques before Queen Alicia opened it to the public and allowed non-military combatants to participate. He's not quite sure how to feel about convicted criminals like the Capua Family being part of the tournament, however.
Like many citizens of Grancel, Spencer notices the increase of soldiers on the street as the birthday celebration gets closer. When he leaves the Sunnybell Inn around curfew one night, he got stopped no less than four times before he made it home, making him feel a little self-conscious and wondering if he really looks that suspicious. He becomes even more uneasy when the Erbe Royal Villa is taken by the Royal Guard and the bracers and all the soldiers around town are replaced with special ops. Fortunately, the Intelligence Division's coup is thwarted soon after.
Spencer was one of the people who came to think very highly of Colonel Richard after the article that was written about him in the Liberl News and mentioned many people in the city, young and old, felt the same way. After the truth comes out about Richard having orchestrated the coup, Spencer is shocked that the article that made him a fan was nothing but lies and propaganda.
