Percy is a man met in the town of Ruan.
He's a member of the Fisherman's Guild in Grancel who's travelling the country in order to try out various well-known fishing spots. When Estelle and Joshua first meet him, he's found fishing in various places around town and mentions plans to travel to the Zeiss region after his stay in Ruan.
He's later found in Elmo village where he's staying at the Maple Leave Inn in order to check out the various fishing spots near the lakes in Tratt Plains, although he enjoys the hot springs of Elmo's inn almost as much as fishing.
After his stay in Elmo, he travels back to the Fisherman's Guild, although disappointingly he hasn't been able to catch any large fish in Ruan and Zeiss.
