Whemler is a man met in Nebel Valley.
He's a hermit living on his own in a cabin in the mountainous area of Nebel Valley. Since he doesn't get visitors very often, courtesy of the inhospitable surroundings of his residence, he has no qualms letting Estelle and her companions stay for the night or sharing a meal with them.
Staying at his place is free, so it's usually a good idea to take him up on his offer in order to recover from encounters with the various monsters roaming the valley or to recover from a taste of Whemlers unique cooking, which has a chance to set the characters' CP to 100, but also set their HP to 1.
