Shepard is an inhabitant of the town of Grancel.
He's the owner of Weis Arms & Guards located in the southern section of the royal city.
Shepard is rather shy and gets nervous when having to interact with people, causing him to start fumbling his words, much to his dismay. For that reason, his wife Chaeli is the one who takes care of selling the goods while he deals with stocking and inventory.
A weapon shop like theirs always gets extremely busy during the days of the martial arts competition as entrants of all kinds come to get the latest in weaponry and after the competition's preliminaries, most of their stock has been sold out. This year, Shepard and Chaeli were baffled when soldiers brought people in handcuffs to their store to buy weapons. The people in question were, as Shepard learns later, the Capua siblings who were invited to participate in the martial arts competition. While the sales are welcome, Shepard isn't sure how he feels about criminals participating in an official fighting tournament.
During the finals, Shepard and his wife go and watch the match together, having done all the work they had remaining in advance so they could afford to close the shop for a little while.
