Noel is an inhabitant of the town of Grancel.
She's usually found walking the main avenue in the northern section of the royal city.
Noel is quite knowledgable about the royal castle, mentioning the fact that tourists could sign up for a tour of the place before it was locked down following the Queen's supposed illness, as well as describing some of its areas of interest such as the courtyard in front of the gate and the garden terrace.
Like many citizens, she attends the finale of the martial arts competition and, also like many fellow citizens, she starts getting suspicious of all the black-clad soldiers suddenly patrolling the city, wondering why the public hasn't received more information about the Queen's condition. While she understands that Duke Dunan was appointed as proxy for Queen Alicia, she doesn't have a high opinion of him, considering him to be a shame to the royal family.
