Noria is an inhabitant of the town of Ruan.
She lives in the house in the southern section of town together with her husband and son. She can be rather straight-forward and occasionally a bit absentminded as well, such as the time she was late for her shopping due to forgetting the bridge going up at noon.
Her husband is an important man in town, due to his job as Ruan's harbormaster and after Mayor Dalmore gets arrested, Portos is one of the people considered a suitable candidate to become the next mayor. Noria herself greatly supports the idea of her husband running for mayor and is trying to convince him to put himself forth as a candidate.
