Lakely is an inhabitant of the town of Bose.
As chief of maintenance, he can usually be found near the landing pad at Bose Airport. True to his position, Lakely has a lot of experience with airship maintenance and was already an airship mechanic before airliners were introduced as means of public transportation. He can be a bit on the cranky side though and has a reputation of being quite strict with his subordinates.
After the Linde incident has been resolved, he mentions that the Orbalship Corporation will have to work hard to win back the customers' trust and that he'll have to do his part to make that happen.
