Finel is a man met in the Capua Hideout.
He's one of the passengers on the airship Linde who gets taken hostage when the airliner is boarded and hijacked by the Capua Sky Bandits. He and the other passengers are then blindfolded and taken to the Capuas' hideout in Nebel Valley on board the sky bandits' ship where they're imprisoned in one of the rooms on the lower level of the hideout.
Their ordeal comes to an end when Estelle, Joshua, Scherazard and Olivier stow away on the sky bandits' ship, infiltrate the hideout and subdue the group of bandits guarding their cell. When the army arrives, Finel and the other passengers are transported back to town.
Finel is a merchant who ran a confectionary in Bose Market together with his fiancée Katrina until he was taken hostage by the sky bandits. He was the more experienced merchant of the two, with Katrina merely helping out, but while her fiancé was absent, she managed to greatly increase its popularity.
Finel, being a rather competitive person, was actually a bit frustrated upon learning that the store took off without his involvement, but he decided to be a good sport and ended up allowing Katrina to run the confectionary on a permanent basis, reasoning that it was only natural for her to continue running it after having made it so succesful. With his fiancée now running the confectionary on her own, he has decided to start up a new business for himself.
Later on, he travels to Grancel to run an ice cream stand in the city's southern block during the birthday celebration, hoping to make some nice profits due to the event always attracting many visitors. His good mood is marred a bit by the news of the Queen having taken ill though, which could mean the event's cancellation, as well as the sudden increase in soldiers patrolling the streets, whose stares manage to make him feel guilty even though he hasn't done anything.
Fortunately, the coup by the Intelligence Division gets thwarted and Finel's able to conduct business as usual when the celebration is held. Since a lot of good things are being said about his competitor, Sorbet, who's running an ice cream stand in the city's eastern block, a curious Finel decides to check her stand out, but the queue in front of it is so long that he ends up giving up and returning to his own stand. Despite the well-regarded competition, Finel's still confident that his wares will also sell well since his stand gets more exposure due to being located right next to the town gates.
