Cecile is an inhabitant of the town of Bose.
She lives in the southern section of town and is the long-suffering wife of a passionate fishing affectionado who likes to sneak out unannounced whenever he feels like it in order to cast a line at Valleria Lakeshore. Cecile isn't shy about voicing her disapproval of this habit, but her husband tends to just disregard her complaints and the two frequently engage in bitter fights. Apparently she's rather scary when angry.
During one of her husband's fishing trips, the Capua Sky Bandits broke into the orbal factory across the street and Cecile, hearing a noise outside and assuming it was her husband returning from his fishing escapade, opened her front door and started yelling. This startled the sky bandits to the point where they immediately ran off (to her husband's amusement when he heard the tale).
The day after, Estelle, Joshua, Scherazard and Olivier dropped by in order to investigate the burglaries and heard about the incident from Cecile. Just as Cecile was finishing her story, her husband returned and despite receiving a major scolding, he did manage to give the bracers a vital lead that would eventually result in the capture of the Sky Bandits and the release of the hostages.
