Caesar is a man working at Air-Letten checkpoint and the only civilian on duty there.
He's the cook and manager of the mess hall. Caesar is one of the people who has to deal with Duke Dunan when the latter comes to visit the checkpoint, resulting in the rest of the patrons being forced out while the duke claims the entire place for himself. He's one of the people who gets to witness Estelle as she tries to convince the duke to leave. If Estelle threatens to attack the duke, Caesar is one of the three people restraining her. If Estelle chooses to trick the duke instead, Caesar has to put up with Estelle calling his establishment unsanitary and cockroach-infested. After the duke runs off, he complains about it and Estelle apologizes though the consensus was that the situation called for a little white lie.
