Barlowe is an inhabitant of the city of Bose.
A rather traditional man, he's the manager of the local hotel, the Frieden Hotel, and has a great deal of attachment to it. In fact, the hotel is his life and one of his worries is that he might not be able to find a capable successor who can maintain the hotel's popularity after he retires. This is for good reason as the hotel's been in business for 120 years and has an excellent reputation.
His live-to-work outlook on life puts him at odds with Dina, his cleaning lady, who doesn't share his passion for the hotel and looks upon her job as merely a means to make a living, something that Barlowe simply cannot wrap his head around.
