Leon Balthazar's story.
Background
Like Celis, Leon was trained or mentored by Bergard Zeman. He occupies the seat of the eleventh dominion.
It's revealed during Bright and Watery Leon was born in Erebonia as the third son to a Viscount. From a young age Leon was able to see the real motivations behind peoples actions, with this gift causing people around Celis to begin to resent the boy, including his own family. The only person Leon was close to was his older cousin but Leon soon saw the hidden side to him. His cousin was a priest for the D∴G cult but managed to escape when the D∴G Cult Extermination was put into action. His cousins plan was to use Celis to his advantage by allowing his supernatural ability go out of control to destroy the Viscount family reputation to try and revive the cult. Albeit 14 years old, Leon saw through his cousins plan and while confronting his cousin Leon's stigma manifested which froze the man in place. Bergard Zeman managed to appear to help Leon remain under control. Afterwards, Leon's cousin and the remaining members of the cult were arrested. However, Leon's family abandoned him by labelling him a monster upon manifesting his stigma. As such, Bergard brough Leon back to Arteria to be raised at the Septium Church.

Leon is one of the many Dominions who pilot their Merkabahs in the final battle against Elysium and the Retributive Tower. He is not seen in person, or mentioned by name, with the game's main cast unaware of who was in it.

Alongside Celis, Leon is active in the effort to defeat Almata. During this time, the two of them are shown to have a hostile relationship with Ashladd, a member of the Papal Guard, which is not aligned with the Gralsritter. They are first introduced when Van Arkride meets with representatives from several other groups to discuss Almata, Ashladd amongst them. They depart soon after. Van can later find the two in Bermotti's.
Leon and Celis take part in Almata's death game in Oración, first coming into combat against Ashladd and Iscariot. They engage their Stigmas but Bergard intervenes and breaks up the fight. Discovering he was actually alive, they decide not to fight and move on. Van and company meet up with her later in the city and she mocks Iscariot for both units being defeated at once. He explains their primary objective in the city is the recovery of artifacts used by Almata and the Gardens. Later, the pair of Dominions face off against either Hasan Al-Fayed or Geraint Reigar but are forced to withdraw from the game after Arioch makes an appearance. He makes one more appearance after the game to take over the battle against Arioch's Fangs of Rahu and makes it out when the Vashtar Palace Ruins explode.
Both Celis and Leon have undisclosed business in the capital in the lead up to Revolution Day, with some part of this being rounding up remnants of Almata. Father Orwell lets them use his chapel as a base of operations. He arrives too late to stop Amdo-Jiliath when it manifests below Edith, sensing the presence of an arch-devil, having been beaten by Van's party. He attends the celebration party at the Montmart Bistro. On Revolution Day, Leon moves independently from Celis and has a chat with Gotti about his films. When Pandemonium envelops Edith, Leon explains the phenomenon to Van and its source - the Book of Ezer. He has a chance to meet back alley doctor Isabelle and the two immediately find common ground in their love for dissection, although he warns he not to implant anything into humans.
In the New Year, he heads back to Arteria with Bergard and meets with other Dominions.
