Gilliam is the General Manager of Marduk Total Security Company (MTSC).

Gilliam makes his debut when Risette Twinings receives a severe injury following an explosion at the Aurora super computer in Basel. Arriving onboard an MTSC airship with an entourage of professional mercenaries and Kasim Al-Fayed, Gilliam had been invited to help control the security situation by the Republican government. Giliam brings spare parts to help repair Risette's prosthetics and makes contact with Van Arkride who acts as a subcontractor for MTSC. Not interested in further collusion beyond weapon testing, Van refuses to shake his hand. Gilliam states he has no intent to get involved further and moves onto business negotiations with the Republican Army. Later, it is revealed Gilliam has been watching events unfold with a cloaked orbal drone and comments that he could have made use of David Callaghan's nuclear weapon had it been completed.
Gilliam later visits the capital on Revolution Day, having been invited as a guest. Van muses that his only interest is his stock prices. Van catches Gilliam in a conversation between him, Cao Lee, and Yang Cronkite discussing the new Assault Frames and cafes in the country. Gilliam once again thanks Van for helping him with testing.
When Pandemonium envelops Edith, Gilliam and all his soldiers are unfrozen and begin to help secure civilians. Bracers nearby are suspicious that Gilliam's men seemed to be expecting this, but Gilliam assures them it was a coincidence. he states that he would hesitate to help secure the situation should orders from the government come through, but for now secures the general area, starting with the department store. He talks with Yang about Risette's potential and approves Risette's wish to continue working with the Arkride Solutions Office, believing in fairness and wishing to see her value and potential. he later approves the plan to use Kasim's buster lance to breach the barrier around the Vantail District.
Thorndyke returns to the Ored headquarters of MTSC for the new year.
